Read Time Modified Send E-mail

Hello,

I cannot seem to find the best way to do this. I want to set a task to read the time modified on a text file, and if the time modified was more than 15 minutes ago to send an e-mail notification.

There is an IF for Date modified, but not time.

Any help would be appreciated.
