What actually gets stored when DVORAK keyboards are used?

Is it the letter or character that appears on the screen?

Or is it a keyboard code representing the key combinations that were pressed.

Sometimes my ATMs seem to act like something other than the character displayed is being recorded or stored.

Hello Phil,

When you record the keystrokes, it records the keyboard code representing the key combinations that were pressed.
