Default cross compiling XP and VISTA

I have a new copy of the Enterprise product.

I'd like to be able to easily create on one OS and reliably run on another.

What are the options and recommendations?

Do the licensing restrictions allow DUAL BOOT?
or
IS VMware or ZEN or other virtualization an option?

Similar issue arise with IE7 vs IE8.

Is it typical to maintain 2 separate code bases?

How do you all handle configuration mgmt?
