Will owners of 3.5 be able to upgrade to 4.0 for free or will we be charged?

It is a paid upgrade. All Major releases are always paid upgrades. Minor upgrades are always free.

When the final version is released, upgrade URL will be available.

Forgot to mention that if you have purchased the 2 year upgrade plan at the time of product purchase, there is no cost for this upgrade.

As long as you are within 2 years, it will free for users who have purchased 2 year upgrade plan.
